आर्थिक विकास के लिए उद्योग एवं विनिर्माण क्षेत्र को विशेष अहमियत वर्ष 2015 की उल्लेखनीय बात रही:
1.नई सीरीज में फैक्टर कॉस्ट पर सकल घरेलू उत्पाद (जीडीपी) की अब कोई प्रासंगिकता नहीं रह गई है। अंतरराष्ट्रीय प्रथाओं के अनुसार, उद्योग-वार अनुमानों को बुनियादी मूल्यों पर सकल मूल्य वर्धित (जीवीए) के रूप में प्रस्तुत किया गया है। जबकि, पुरानी सीरीज में वर्णित ‘बाजार मूल्यों पर जीडीपी’ का उल्लेख नई सीरीज में जीडीपी के रूप में किया गया है।
वर्ष 2014-15 में स्थिर (2011-12) मूल्यों पर बुनियादी मूल्य के लिहाज से भारत की जीवीए वृद्धि दर 7.2 फीसदी रही, जबकि उद्योग जगत में जीवीए की वृद्धि दर 4.5 फीसदी और विनिर्माण क्षेत्र में जीवीए की वृद्धि दर 5.3 फीसदी रही। वर्ष 2014-15 में विनिर्माण क्षेत्र के स्थिर (2011-12) मूल्य पर बुनियादी मूल्य वाले जीवीए में क्षेत्रवार हिस्सा 18.1 फीसदी रहा।
वर्ष 2015-16 की दूसरी तिमाही में स्थिर (2011-12) मूल्यों पर जीडीपी 27.57 लाख करोड़ रुपये रहने का अनुमान लगाया गया है, जबकि वर्ष 2014-15 की दूसरी तिमाही में यह 25.66 लाख करोड़ रुपये आंका गया था। इस तरह जीडीपी ने 7.4 फीसदी की वृद्धि दर्ज की है।
वर्ष 2015-16 की दूसरी तिमाही के दौरान विनिर्माण क्षेत्र के मामले में बुनियादी मूल्यों पर तिमाही जीवीए ने 9.3 फीसदी की वृद्धि दर्शाई, जबकि वर्ष 2014-15 की दूसरी तिमाही में यह वृद्धि दर 7.9 फीसदी रही थी।
2. कारोबार करने संबंधी रिपोर्टविश्व बैंक हर साल कारोबार करने (डूइंग बिजनेस) संबंधी रिपोर्ट पेश करता है। वर्ष 2016 के लिए रिपोर्ट अक्टूबर, 2015 में जारी कर दी गई थी। ‘डूइंग बिजनेस (डीबी) रिपोर्ट, 2015’ में भारत को 189 देशों की सूची में 142वें पायदान पर रखा गया है। वर्ष 2015 के लिए भारत की रैंकिंग की फिर से गणना की गई है और इसका उल्लेख ‘डूइंग बिजनेस रिपोर्ट, 2016’ में किया गया है। सरकार द्वारा लागू किये गये विभिन्न सुधारों की बदौलत संशोधित रैंकिंग बेहतर होकर 134वीं हो गई है। मतलब यह कि भारत को इस सूची में 134वें पायदान पर रखा गया है। वर्ष 2016 की रैंकिंग में हमारी स्थिति और भी सुधर गई है, क्योंकि भारत को इस सूची अब 130वें स्थान पर रखा गया है।

3. सुशासन से जुड़े उपाय किये गये
विनिर्माण क्षेत्र को आवश्यक बढ़ावा देने के लिए पिछले 18 महीनों में अनेक कदम उठाये गये हैं, जिसका जीडीपी में हिस्सा अनेक वर्षों से 15 फीसदी के आसपास घूम रहा है। भारत में ‘कारोबार में और ज्यादा सुगमता’ सुनिश्चित करने के लिए अनेक कदम उठाये गये हैं। इसके लिए मौजूदा नियमों एवं प्रक्रिया का सरलीकरण करने के साथ-साथ उन्हें तर्कसंगत बनाया गया है एवं शासन को और ज्यादा सक्षम एवं कारगर
बनाने के लिए सूचना प्रौद्योगिकी का इस्तेमाल किया गया है।
4. कारोबार करने में सुगमता
(i) ईबिज पोर्टल:
वर्ष 2014-15 के दौरान ईबिज पोर्टल के साथ पहले कुल मिलाकर 14 सेवाओं को एकीकृत किया गया था। ईबिज सेवाओं के संग्रह में अब कुल मिलाकर केन्द्र सरकार की 20 सेवाएं हैं।
